Drilling for 4" in 4' steer or bent and tune.

Ok guys is it better to drill for steer or tune with bent axle?

Bend the axle if your are allowed. That way it is adjustable

I have a jig that claims to give you 4" steer in 4'.

If you're racing in New York where you can't have bent axles, use that. If your allowed to bend, then it is adjustable, and have the option to adjust is really preferred
