If I bend the DFW 7-9 degrees will it lift the NDFW off the track? Is so should I drill NDFW Ar zero and use a 3 degree bent axle there?

Yes, if you bend the DFW axle 7-9 degrees it will lift the NDFW up.
Depending on the class, you can also drill the NDFW axle hole higher, or use a bent axle there too.
There are many ways to get the job done.

I posted a while back about not narrowing the front end for a DFW.
Math and angle wise it would work, but several guys commented that you won't be able to get a 9degree bend through the hub.
